Bridging ocean science and Indigenous knowledge for climate resilience in Namibia

Beyond climate resilience, Libuku sees ocean science as a critical foundation for Africa’s blue economy.

For him, one of the most important contributions science can make is to strengthen evidence-based decision-making.

“A lot of knowledge and data have been collected through scientific research,” he says. “However, decisions are often made without sufficient backing from science.”

Africa’s blue economy - spanning sectors and activities linked to the ocean and marine resources – has significant potential to contribute to sustainable development. But unlocking that potential requires policies and investments grounded in reliable evidence.

“I believe Africa’s blue economy can be strengthened by using the evidence generated through scientific research to inform policy and economic decisions,” Libuku says.

For Namibia and other African countries, this means strengthening the links between research, policy and communities, while ensuring that scientific knowledge and Indigenous knowledge contribute to decisions about the sustainable use of marine resources.

“Sound science, supported by internationally reviewed evidence and robust scientific arguments, can provide the foundation for making better decisions and unlocking the potential of Africa’s blue economy.”

These priorities are also part of a broader UNESCO-led global effort to advance sustainable ocean action. The 11th Our Ocean Conference in June 2026 brought together IOC Africa Member States, scientists, civil society and other partners to strengthen commitments and cooperation around ocean health and sustainable ocean management. 

Against this backdrop, the work supported through UNESCO’s Intergovernmental Oceanographic Commission highlights how stronger ocean science and knowledge can help countries turn global commitments into practical solutions on the ground.
